(BV TELEGRAPH.—PRKSS ASSOCIATION), Masterton, Last Night. R. K. Jaokson, who headed the poll in the recent borough election and was not allowed by the Mayor to makfs the usual declaration, the latter oousidering Jackson not qualified for a councillor, as lie was only entered on the roll as a residential occupant, has discovered that he can make the declaration before any member of the Council, and accordingly did so, and he gave the Town Clerk notice that ha would move that the Mayor has committed a gross breach of duty, his words and conduct being arbitrary, unjustifiable and insulting, and calling on him to apologise, and if he refuses that the Council censure him.
