Colonel John Hay, American Secretary of State, and late American Ambassador in England, is actively favouring a moral and effective, if not a formal, alliance between America, Great Britain anil Japan, and an opendoor policy in China. December 15. The Daily News states that Russia induced China to withhold the war indemnity, thus rendering Japan unable to pay for several warships which Russia secured. Vienna, December 15. It is reported here that serious negotiations are proceeding between Russia and Gi-oat Britain for a modus vivendi with regard to China. (Received December 16, 10.30 a.m.) Shanghai, December 15. The Dowager Empress of China, with the Emperor in attendance, received the wives of the foreign diplomatists at Pekin. Lady McDonald read an English address, conveying birthday congratulations to the Dowager.
