Every look-out man shall, when ' the engine he is appointed lo attend is passing upon any road, go before the engine at such distance as miy from time to time be most convenient in order to enable him to obtain a good view of the road in front of the engine, and he shall be careful to ascertain that the road is | clear in front of the engine especially before the engine goes round any bend in the road or through auy cutting or over any bridge or along any narrow road where it would be difficult for any vehicle me .ting the engine to pass it, and it shall be his duty to warn any persun whom he may meet, either on horseback or driving any horse or other animal or vehicle, of the approach of the engine, aud to give any assistance that may be necessarv to any person who may require help owing to his horse or other animal becoming restive or frightened at the approach of the engine. IS. Every driver of an engine upon any road shall be careful so to conduct the engine in his charge as to cause as little obstruction or annoyance as possible to any person passing along such road ; and every such driver shall stop the engine if requested to do so by auy person who may wish to ride or drive any horse or other animal or vehicle past the engine, whether such person be meeting or overtaking the eugine ; and for the purpose of requesting any driver of any engine to stop, as aforesaid, it shall be sufficient if such persou hold up one hand as a signal. 19. Every driver of an eugine upon any road shall stop the engine if he meet any person in any difficulty, owing to any horse or other animal in charge of such person becoming frightened or restive at the sight of the eDgine. 20. Every driver of any engine upon any road shall, unless the look-out man reports that the road is clear, stop the engine before going round any bend in the mad where his view of the road may be obstructed from any cause, and before entering upon any cutting or narrow part of tbe road where it would be difficult for any vehicle meeting an engine to pass it;. and such driver shall not proceed until the look-out man reports that the road is clear. 21. No driver shall leave any engine upon any road in such a position as to frighten, or be calculated to, frighten horses. Any person committing a breach of, or failing to comply with this By-law, shall, for every such offence, be liable to a penalty not exceeding £5 for every separate offence. SCHEDULE "A." From and after the first day of January, 1599, no vehicle shall ply for hire within the County of Waipa except the same shall have been registered and licensed. For the purposes of this By-Law the word vehicle shall include every Coach, Carriage, Buggy, Waggon, Dray or Cart. Plying for hire shall mean carrying either passengers or goods and receiving payment for doing so. Also carrying timber, when the said timber is intended for the use of any person other than the owner of the vehicle employed, The License shall be issued by the County Clerk on payment of the fees mentioned in Schedule A., and a full and accurate description of the vehicle to be licensed shall at the same time be furnished in writing by the owner thereof, The owner of every vehicle licensed under this By-law shall cause to be legibly painted or affixed upon the offside of his vehicle the words " Waipa County, licensed to carry passengers," or " Licensed to carry goods," together with the number of his license. The driver of every licensed vehicle when called upon by the County Engineer or Clerk, or anyone authorised by the Council, shall produce his license for inspection. Nothing in this By -law contained shall render it necessary for persons in the employment of the Waipa Council or of any of the Local Bodies within the boundaries of the said County to be licensed when so employed.
