Notices, CJT A.I P A C 0 U N T;Y. BYLAWSThe following BYLAWS have been duly PASSED and CONFIRMED by ! the Waipa County Council : BY-LAW NO. VI.-For Regulatingl the conditions on which. Traction and other Engines may be allowed to pass along the Roads in the County of Waipa. From and after the first of January, 1899, all by-laws previously in force, ,-e----lating to Traction Engines in this county, tire hereby repealed. 1. In this By-law, if not inconsistent with the context " owner," means and includes the o»vner or owners of any engine, and any person or persons who may either by hire or by virtue of any agreement made with the owner, have acquired the use and control for the time being of any engine. •' Engine " means any steam engine. " Driver " means the persons having charge for the time being of any engine. " Road " means any B, .ad within the County of Waipa. " County Engineer " means the person for the time being acting in the capacity of Engineer for the County Council of Waipa. 2. The owner of every engine shall on the first Monday in the month of January in each year, or immediately after bringing an engine into the county, send a description of such engine, together with his name and address, and (if he is the owner of more than one engine in Waipa County, then the number of such engines) to the County Clerk, in order that the same may be registered and licensed, and the County Clerk shall thereupon deliver to such owner a certificate of the registration of such engine, or of each of such engines for the current year. 3. Every owner of an engine shall cause his name to be plainly painted or marked on such engine upon the off-side thereof, and when such owner possesses more than one engine in Waipa County, then a separate number distinguishing each such engine shall in like manner be painted or marked immediately below such name. The exact and true weight of every traction engine, including the maximum weight of water and coals necessary for its propulsion and the exact and true weight of every carriage or waggon drawn by any such engine shall also be painted or marked upon o>" affixed to some conspicuous part of such traction engine, carriage or waggon respectively. 4. Every driver of an engine shall, when so employed, have in his possession, the certificate of registration before mentioned, and shall exhibit the same on demand to any person riding, driving or in charge of a horse or horses, or to the County Engineer or Clerk. 5. Before any license shall be issued by the County Clerk for any traction engine to travel upon the roads within the County of Waipa, the owner shall pay a license fee in accordance with schedule A, and shall also enter into a written guarantee to the extent of £SO, that he will make good or repay to the Council, as may be demanded, the cost of repairing any special damage, which it can be shown was caused by his engine or any combine or carriage attached thereto, as' provided bv Section 130, " Public Works Act, 1894," Sub-section (2), Clause D. 6. The person in charge of any engine shall give immediate notice to the County Engineer or Clerk of any damage or injury done by such engine or any carriage or waggon attached thereto, to any road, fence, bridge, culvert, watercourse, drain or any other thing appertaining to any road, and if such damage has rendered the road, bridge or culvert or the appurtenances thereof respectively, dangerous for traffic or to the public safety, the owner or person in charge of such engine, shall, in addition to giving such notice as aforesaid, place and maintain in such position, and for such time as the County Engineer or Clerk shall direct, such signals as shall be sufficient to give warning to all persons using such road or bridge, by day or by night of such danger. 7. It shall not be lawful for the owner or person in charge of a traction engine drawing carriages of any description, to take such load or carriages or waggons on to or over or across any bridge of more than 10ft. span in the County of Waipa, unless and except a distance of not less than 40ft. shall separate such engine from the carriage cr waggon nearest thereto, and not less than a like distance separate every carriage or waggon drawn by BU3h engine. 8. Before any traction engine is taken upon, over or across any bridge of more than 10ft. span within the Waipa County, it shall be necessary for the owner of the engine to provide planks of such size and number as may be directed by the County Engineer or Clerk ; and no traction engine shall be taken across such bridge as aforesaid except such planks are first placed in position and the engine, together with its carriages or waggons, taken over them. 9. While any traction engine or carriage or waggon attached thereto shall be travelling upon or is being taken over a bridge or culvert or over any road in Waipa County, no studs or grippers or other pieces or rings of iron or chains shall be attached to or raised upon the level of the faces of the tires of the wheels of any such traction engine, carriage or waggon for the purpose, or which shall have the effect of sinking into, gripping or breaking the surface of such bridge, culvert or road. 10. The speed of traction engines shall not exceed five miles an hour along any road, and three miles an hour through any town, township or village, and shall not exceed one and one-half miles an hourMhile crossing any culvert or any bridge within Wnipa County. 11. No traction engine or carriage or waggon attached thereto shall come upon or pass along any bridge at any time while any person with a horse or horses or vehicle drawn by a horse or horses is on or about to come upon such bridge, nor shall any traction engine or carriage or waggon attached thereto be permitted to stop on any bridge for the purpose of drawing water, or for any purpose whatsoever. 12. The whistle of a traction engine shall not be sounded for any purpose whatever, nor shall the cylinder tap be opened or the steam blown off or allowed to attain a pressure such as to exceed the limit fixed by the safety valve within sight of any person riding, driving, leading, or in charge of a horse or horses upon a road. 13. If it become necessary to discharge any ashes or other such refuse from the furnace of any engine near any road, such ashes or refuse shall, after the fire has been completely extinguished, be spread out on the sides of such road, provided that no such ashes or refuse shall be discharged within 20tt. of the centre of the road or upon any bridge or culvert or upon the f-icte of any road within five chains of any bridge or culvert. 14. No owner of any engine shall drive or suffer or cause to be driven such engine upon or over any road unless and until he shall have, in addition to the persons employed in working the engine, first provided a man (hereinafter called a look-out man) to go before such engine. 15. No person, not being the owner, shall drive any engine upon any road without authority from the owner or person in charge of the engine. 16.
