Notices. any person shall, without having first obtained sneh license, carry on such business within any part of the said County, he shall, on conviction, be liable to a penalty not excpeding Five Pounds for every such offence. 2. Every parson carrying on such business as aforesaid, shall be deemed, and taken to be unlicensed, unless he shall prove the contrary by the production of his license, or otherwise. 3. Every person who 6hall desire to obtain a license under this By-law shall make application to the County Clerk; every such application shall be in the form of the first schedule hcrclo, anil shall state the name and usual place of abode of the applicant, and ths nature of ! the license sought to be obtained, and shall be accompanied by a sum of money or Post Office Order equal in amount to the sum payable to the County Fund for the license in respect of which the application is made. 4. With the application there shall be delivered to the County Clerk a certificate of the good character of the applicant, signed by three householders resident within the County, or in some Borough within the County or in both. For the purposes of this By-law the term "Pedlar" shall be taken to mean and include every pedlar, petty chapman, tinker, caster of metals, mender of chairs, and every person who, without horse or beast drawing burden ; and the term " Hawker" shall be taken to mean and include every pedlar, petty chapman, tinker, caster of metals, mender of chairs, and every person who, with hone or other beast drawing burden, travels and trades from place to place, or to other men's houses, carrying to sell, or offering for sale, any goods, wares, merchandise, books, or works of art, or carrying to sell, or offering, or exposing for sale, either in any public thoroughfare, or at private houses, any goods, wares, mer chandise, books, or works of art, or carrying aud exposing auy simples or patterns of any goods, wares, merchandise, books, or works of art, afterwards to be delivered, or procuring orders for goods, wares, merchandise, books, or works of art, immediately to be delivered, or selling, or offering for sale, his skill in handicraft; provided always that nothing in this By-law contained shall render it 'necessary for a license to be obtained by the following persons as such (that is to say): (a) Commercial travellers or other persons selling, or seeking orders tor goods etc. from persons who are dealers therein. (b) Fishermen, or persons employed in selling newlyrcaught fish. (r) Butchers selling meat, bakers selling bread, milkmen selling milk in the ordinary course of their trades. {d) Persons engaged in carting cream to or from a creamery, or farmers selling the produce of their own farms. 6. Each license shall be numbered in succession as issued, and shall be registered according to its number. 7. Every licensed Pedlar or Hawker shall at all times, when pedling or hawking in "Waipa County, exhibit in such manuer as to be easily seen, a label or plate of some kind showing upon it the words Waipa County Licensed Pedlar (or Hawker), together with the registered No. of his license. 8. Any such Pedlar or Hawker having obtained such license as aforesaid, shall, at any time on demand.thereof, being made of him by auy Justice of the Peace or Constable or Officer of the Council, or by auy person to whom he shall within twenty-four hours previously have sold or offered to sell any goods, produce uud show to such Justice or other person the said license. 9. No person sha'l let out or hire or lend any license granted as aforesaid, or shall trade with any license in which his own name shall not have been inserted. 10. The sums payable to the County Fund for licenses granted under this By-law, shall be as follows : For every Pedlar's license, £l. For every Hawker's lioense, £l. 11. In this By-law, any word denoting the singular number or the male sex, shall, if necessary, be taken to extend to any other number of persons and things, and to both sexes. FIRST SCHEDULE. To the Clerk of the Waipa County Council. Hawker's J Whereas the application of , of , for a pedlar's license has been duly granted, and whereas the said has paid me the sum of as fee for the same, now he, the said , is hereby licensed to trade and act as and carry on the business of a pedlar (or hawker) within Waipa County until the 31st day of December next. Dated at , this day of , 18 . County Clerk. BY-LAW NO. IX.—For Regulating the use of Bicycles within the County of Waipa. 1. Every person riding or being upon a bicycle shall keep such bicycle on the left or near side of the road when meeting, and on the right or off side of the road when passing any person, vehicle or animal, and shall leave a sufficient portion of the road for such person, vehicle or animal. 2. Every person riding a bicycle shall stop and dismount to allow the passage of any vehicle or animal, if called upon by the rider or driver of such vehicle or animal to do so. 3. No person shall ride a bicycle upon any footpath upon any county road within the County of Waipa. No person, when riding upon a bicycle on any road within the County of Waipa, shall proceed at a greater pace than five miles psr hour when turning any corner. 4. Every person riding upon a bicycle after sunset, shall carry attached to the bicycle, a lamp which shall ne so constructed and placed as to exhibit a white light in the direction in which such person is proceeding, and so lighted as to afford adequate means of signalling the approach or position of the bicycle. 5. Upon overtaking any foot-pas-senger, vehicle or animal upon any road, every rider of a bicycle shall, within a reasonable distance of such vehicle or animal, by sounding a bell or whistle, or otherwise give audible and sufficient warning of the approach of the bicycle. 6. No person shall furiously or negligently ride any bicycle on any road within the County of Waipa, 7. Any person committing a breach of or failing to comply with this By-law, shall for every such offence be liable to a penalty not exceediug £5, for every separata offence. BY-LAW No X.—For Preventing Injuries to County Roads. No person shall allow any sledge, konaki, or other article not wholly raised above the ground on wheels, to be dragged along any road under the jurisdiction of the Council. No person shall drive any vehicle along, or in, the water-table of any road in such manuer as to injure the formation of such road. This applies, in an especial manner, to newly-formed roads. No person shall allow the cutting of any furze, briars, or other surface growth to remain in any water-table
