POUNDAGE FEES.
TO THE EDITOR. Sir,—Would you kindly allow me a little space to make a final reply to the poundkeeper, re above? The whole substance of my letter to the Council was merely asking if, undtr the unfortunate circumstances, was I (ntitled to a refund. The poundkeeper states (vide your report) that my letter was diametrically opposed to the truth (politely meaning I am a liar) ; yet he admits the animal was only in from 8.30 on the 14th to 10.30 on the 15th. Charges: Fourteen shillings, out of which he scoops seven and ninepence. I simply thank that individual for bis imputation, and others for confirming it, and at the same time admire Or. Tippin's tact, rr diplomacy, in avoiding the establishment of an awkward precedent by not allowing any refund, although very enthusiastically voting a refund of £3O per year off Mr John Knox's auctioneer's license, thus cieating a sinecure ; but, of course, this is not establishins? an awkward precedent. Oh, no!—I am, etc., J- Bettley. Hamilton, September 12th, IS9S.
