Shanghai, August 28. Owing to strained relations between Great Britain and Cbina, the British fleet has been concentrated at Wai-hai-wei and Hankau. Sir Claude Macdonald, the British Ambassador, is bringing strong pressure to bear on the Tsung-li-Yauien regarding tiie Pekin-Hankau railway concession, which, reports had stated, had been supplemented by an agreement practically giving Russia dominant power.
