CABLE SUMMARY.
The Daily News says there are signs of a probable rising on the Armenian frontier in favour of Russia.and that considerable anxiety is felt at Constantinople in consequence. The Canadian Pacific Railway Company proposes to reduce the rates of carriage on flour and bacon for the Yukon River goldfields, to enable millers of the North-west Territory to compete with Americans. Maxwell Bey has been appointed to command the Soudanese Brigado taking part in the operations against the Khalifa. The Union Steamship Company of New Zealand intends issuing four per cent, debentures to the amount of £220,000. Nineteen hundred bales of wool weie saved from tho Mataura, and realised £8,700. The captain reports that there are good prospects of saving the balance of the cargo. The New Zealand Shipping Company is bnilding a large steel steamer on the Clyde. One of the accomplices of Karditzu, a Macedonian named Georgis, has confessed that he was implicated in at tempts to murder the King of Greece. The distress which exists among a large section of the Italian population has caused official action to be taken for their relief. King Humbert assigned 150,000 francs to provide for urgent cases, and this amount was supplemented by a vote from the Chamber of 100,000 francs. The Acting British Yice-Consul at Sebastopol, Mr Charlos Cooke, while walkinsr in one of ths suburbs, was waylaid, and, in addition to being robbed, was severely beaten. Mark Twain, although legally not liable, has paid the debts in connection with the "Webster Company, of New York. In connection with the forthcoming London County" Council elections, many prominent politicians are taking part in the campaign. Speeches by Lord Rosebery, Mr Chamberlain, Mr A. J. Balfour, and Mr Asquith have aroused considerable interest in the election. The United States is sending two warships to Cuba; also 50 tons of provisions to relieve the distress on the island.
