The employers adopted the award of I he Conciliation Board, except as to the right of the Union representatives to go on board ships during the seaineus' oil' time and giving prcfeicnue to the employment of Union men. They now seek to refer these two points to the Arbitration Hoard. At the outset a difficulty occurred as the Union claim the right to re-open the whole award and this is now being argued.
