A judgment of interest to local bodies was given by Mr. Stout, S.M., at Palmerston ’North yesterday. The Inspector of Factories sued the Oroua County Council for using u place on the river bank for a stone-crushing plant not registered as a factory. A neat point concerning the rules of the road was raised in the Supremo Court at New Plymouth yesterday in an appeal by John Fary against the decision of Mr. Tate, S.M., at the Eltham Court regarding a collision that both parties wore negligent. Fary appealed to-day, and Mr. Justice Ostler reversed the decision of the Lower Court, allowing the appellant ten guineas costs. The chief reason for the nonsuit of Fary was that he crossed an

intersection at a greater speed than twelve miles, contrary to the by-laws. After consulting a dictionary, the judge decided that a road joining another without crossing it did not constitute an intersection, and that’ Fary’s speed of twenty-five miles was not unreasonable if he' took all precautions.— (P.A.).

The matter of having Martinborough raised to the status of " a borough was brought up at

a meeting this week of the Martinborough Town Board by Commissioner Arkle. He said though there would probably be a lean time for a period, there was no need for alarm. The town was suffering a disability

through gradual ceding of properties, and some local bodies wore being deprived of their revenue piecemeal through recent Acts of Parliament, and privileges were gradually being frittered away. He would like to see the town created a borough, so that drainage and other beneficial schemes could be brought forward. Th - board (must show confidence m the town.
