THE RAILWAY MANDATE.
The railway mandate may appear serious on paper. A ballot is being taken, on the question of whether there should be a strike.' Everybody knows that the ballot will be against a strike. Therefore, even the Government does not shudder. The railway officials should make their pronouncements in an intelligible manner. TJiey should rot state that they intend striking when they know, themselves, that they have no intention of doing so. If they were to ask the public to help them in securing a recognition .of their demands, they would do very much better than by holding out threats.
