THE GERMAN DRAMA.
The second act in the German drama is now being produced. The militarists who attempted a counterrevolution have become alarmed, and have fled the country. Those who remain will probably pay the penalty of their indiscretion. The Junkers played a very desperate game in t"he hope of restoring the monarchy, but they failed because the proletariat, uiinrmed, refused to be dominated by force. ' The prospect of a general strike, resulting in a civil war, influenced Dr. Kapp in his determination to quit. The sitting Government will so reduce the army that 'future coups from this direction will bo impossible.
