THE PEACE TREATY.

The United States Senate nas definitely refused to'ratify the Peace Treaty, but has decided to declare a separate peace with Germany, reserving the right to prohibit'trade and commerce unless the terms of the Treaty are observed. The United States is, therefore, only a tentative partner of the Allies, and' the League of Nations is a dream. The action of America will compel every nation, not only to maintain its armaments, but to increase its defences. Thus, while the United States rendered valuable 'help iri bringing the war to a eonclusion, it is robbing the victory of almost everything for which it stands.
