CAPITAL PUNISHMENT.
The death sentence imposed upon the man Biddle at Christchurch, for the perpetration of a shocking outrage, will doubtless create a discussion throughout the Dbminion on the question of the effectiveness of capital punishment as a "deterrent to homir cide. A great many people entertain the opinion that the blood for blood theory is a'relic of the Dark Ages, arid' that the last dread penalty is barbarous and brutal. It is significant that, sinco the Labour Party caWelnto power in Australia there has been only one execution—-and the person, who was sent to his death per medium of the gallows was an aboriginal. In almost every case the extreme penalty'has been commuted to imprisonment for life. W 7 e expect to hear of petitions for the commutation of the death sentence imposed on the man Biddle; and th'e whole question of capital punishment will_again come under public review.
