SPEECHES AT DUNDEE.
HOME RULE AND IMPERIAL FEDERATION.^
(Received Night, 10.30 o'clock.) LONDON, October 10.
At Dundee, the Right Hon. Winston Churchill addressed a meeting of women Liberals, and afterwards held an open-air meeting on the outskirts of tne city. A dozen Suffragettes were ejected from the first meeting. When quietness was restored, Mr Churchill referred to the Liberal perturbation and the growth of naval -expenditure, but stated that a serious effort was required to make up for lost time, in order to reach a position in which the Empire would be beyond danger. While development- of the British Navy proceeded, he said, relations with Germany, continually improved, and were, now thoroughly satisfactory. There was more-danger and ill-will through panic ihan the calm assurance of strength. At the second meeting, Mr Church-, ill declared the Government would; not allow measures of conciliation to defraud a great political party of victory, and baulk a nation of. the realisation of its birthright. If the Irish question was settled, the ground would be cleared for the consideration of self-government in other parts. .He had absolutely nothing to repent in regard to the speech made a year ago, dealing with federalism. He believed many would live to see a federal system in Britain, which would -be the fore runner of Imperial federation, and the gathering together of the British people here and in the overseas dominions.
