It is rumoured that Russia, by the wish of her Allies, is reviving the scheme of ten years ago for a naval expenditure of £100,000,000 in the construction of Dreadnoughts. The new programme already provides for the expenditure of £50,000,000, including four Dreadnoughts ?to be completed by 1915. The building resources are already overstrained, and the Admiralty is unable to expend the annual votes for naval construction.
