BPEEGH BY MR BORDEN. THE EMPIRE'S UNITY. (Received' Last Night, 10.15 o'clock.) OTTAWA, Sept. 17. The Hen. R. L. Borden, Prime Minister, speaking at Halifax in reference to the proposal that Canada should renew its Dreadnought gift, declared that the duty of Canada will be honourably discharged. "The Dominion's highest he said, "lies within the Empire, but the Empire's unity cannot be maintained if the great dominions adopt a policy of scampering under the cover of neutrality whenever danger arises."
