APPELLATE JURISDICTION.
The announcement was made by cable yesterday that the Appellate Jurisdiction Bill had passed its third reading in the House of Commons. This Bill provides for the increase of the number of Law Lords from five to six which is the first step necessary to give effect "to the resolution passed at the Imperial Conference in 1911. It is expected that provision will be 'made for representatives of the overseas dominions on the highest Court of Appeal, and in this connection the name of Sir Robert Stout has been frequently .mentioned. The necessity. for having a Judge acquainted the laws of the Dominion to adjudicate on Dominion appeals to the Privy Council can scarcely be questioned.
