VISCOUNT GLADSTONE'S ACTION. DISCUSSED IN THE COMMONS. (Received Last Night, 10.45 o'clock.) LONDON, August 1., In , the House of Commons, Mr P. L. Outhwaite, Liberal M.P. for Hanley, in moving for a reduction of the 'Colonial Office-vote, declared that the Imperial troops in South Africa had been used tb buttress a brutal and inhuman system. The death-rate among white miners wag three hundred . per thousand yearly. Mr Lewis Harcouxt, Secretary for the Colonies, justified Viscount Gladstone's use of the troops.
