AND HOME RULE. GOVERNMENT WHIPS' ASSUR- ' ANCE. (Reoeived Juiy 24, 8.5 a.m.) LONDON, July 23. The Government Whips have assured Government supporters that notwithstanding the recent unfavourable divisions in the House of Lords there would be neither a dissolution, nor a referendum in connection with the Home Rule or Welsh Church Disestablishment Bills.
