APPEAL TO THE DOMINIONS. (SYDNEY "SUN", SPECIAL.) (Received Last Night 6.10 o'clock.) LONDON, July 17. : : Prior to the departure of the touring legislators, Mr Harmood-Banner, Lord. Mayor of Liverpool, requested them to ask the Dominions to encourage commerce, and to give England all the preference they could afford. The Right Hon. Alfred Emmott. Under-Secretary for the Colonies, in Teply, said they could not underrate the enormous difficulties in the way of uniting the Empire. The more .they united, and the greater unity ■* achieved, the better. They shuold leirn as much from one another as possible.
