RECEPTION TO SIR JOSEPH.

We notice with regret, that the Christchuroh Press has thought *fit to take exception to the Mayor of Wellington presiding at the reception to Sir Joseph Ward. The Mayor of a city, or a borough, is supposed to be without political bias. He hag ia; duty to perform to all sections of the community. When Sir Walter Buchanan was accorded a ''Welcome home" at Carterton on Thursday, the Mayors of three borougjis and the chairmen of two Town Boards, were on the platform and delivered addresses. Two, at least, of them, were politically opposed to Sir Walter, but each extended a> cordial' welcome to the representative of the Wairarapa. Why should not the Mayor of Wellington join with the citizens in receiving Sir Joseph' Ward on his return? - It is true that Sir Joseph i$ now -only.. a private member. But he is, nevertheless, one of the chief citizens of the Dominion. He resided for-many years in Wellington,' arid identified himself wth a great many of the local institutions. In the circumstances, it would be an outrage upon public decency if the Mayor of the Empire Cfcty were to decline to preside at a reception, simply because partisans are afraid that political capital aiay be made, out of itlie affair.
