OPENING OF PARLIAMENT. (Received Last Night, §.5 o'clock.) HOBART, April 23. Parliament has opened. The Governor's speech indicated that the revenue was in a buoyant state. He mentioned tliat the i*eport of the Royal Commission, which inquired into the North Mt. Lyell mine disaster, completely exonerated the Mines Department and the company from charges of criminal neglect. iEx-Premier Evans was elected Speaker, and Mr Best Chairman c Committees.
