RESTRICTIVE LEGISLATION. (Received April 22, 1 p.m.) SACRAMENTO, April 21. A definite agreement lias been reached to enaoe legislation against Japanese only, exempting other foreigners. The Governor is ready to sign the Bill if it is passed in swh form.
GOVERNOR'S STATEMENT.
WHY THE TUMULT? (Received Last Night, 10 o'clock.) WASHINGTON*. April 22. The Governor of California states reached to enable legislation against the anti-alien legislation has raised such a tumult. Other States, lie says, prohibit alien ownership of land. There was no intention of causing an infraction of the existing treaties. Japan itself had passed similar laws.
