Bardoux in a newspaper article, says:—"Beaten by John Bull on sea, Germany seeks revenge on land, and is expecting France, in a moment of weariness, to bold out the hand of reconciliation." This opinion l recalls the Kaiser's alleged remarks to M. Etienne, Minister of War, on an unspecified occasion, when lie said lie hoped to see the two countries marching hand in hand. He would bring this about, lis said, even if ho had to resort to rough measures.
