A POLICY SPEECH.

Tho Primo Minister will to-night deliver the first policy speech tint he has made from a public platform since the Reform Government camo into power. That he should go to Christchurch —the only city in the Dominion that turned down the Reform candidates at- the la st election —to ma no his speech, says muc.h for his courage and public-spiriteclness. We apprehend that he will have no difficulty in sweeping awav the foolish predictions that the advent to power of the Reform Government would mean a return to the "soup kitchen" days, and a policy of reaction or stagnation. Already tho Government has iustuU'cl its existence by the reform measures it has been enablr-d to place upon the Statute Book. Tn tho few months that it has held the reins of office it could not be expected to restore public confidence and produce an cru of unbounded prosperity. We shall learn from Mr Massey to-night, however, something of what it is proposed to do to develop our count rv and plaoe it on a firm footing, and we have no doubt that the policy ho will unfold will he received with entire satisfaction by the great mass of the people.
