Why the Government should await tho return of the Hon. James 'Allen before it appropriates the three million loan that has just been raised, most people are at a. loss to know. The policy that was once adopted by Sir William Hall-Jones of putting men off the public works in the summer months and employing them in the winter may bo expedient when the interests only of the labour market are concerned. Everybody knows, however, that if public works are to be economically carried out they must be prosecuted in the summer. tor this reason we regard every moment's delay in expending the public w..»rks allocations as a direct loss to the Dominion.
