HOME RULE BILL.

The Home Rule Bill has passed its third reading in the House of Commons with a substantial majority, and will now go forward to the House of Lords. It is unreasonable to expect that the Lords, as at present constituted, will allow the measure to reach the Statute Book. The probabilities are that it will be thrown out at the second reading. It will then be necessary for the House of Commons to pass the Bill again and refer it to the Lords. This cannot l>e done in the present session. It seems almost certain that, despite the majority of 110 in the House of Commons in favour of the Bill, an appeal will be made to the country before it is allowed to become law.
