LONDON, November 28

In the House of Commons the Opposition sharply/criticised clause 22 of the Home Rule Bill, establishing a joint Exchequer Board. The Right Hon J. Austin Chamberlain described it as a constitutional revolution, for a Government'to hand to a Board powers to rake or diminish taxation, outside the Imperial Parliament's control.

The Right Hon Sir Herbert Samuel replied.that the Imperial Parliament would retain power to over-rule tho Board.

Clauses' 24 and 25 were carried with the application of the closure.
