SAFEGUARDING THE MINORITY.

The Chief Secretory for Ireland (Mr A. Birrell) has moved an amendment regarding tho clause dealing with the Senate on the lines mentioned in the preceding cable message.

Tlie Leader of the Opposition (Mr Bonar Law) twitted the Prime Minister (Mr Asquith) with <?nly making up Ms mind on all ehtirely new Constitution on tho morning of the day on which he announced tho change. * If tho whole Senate, declared Mr Bonar Law, voted with the Irish Unionists at a joint sitting there would still be a majority of eighty or ninety against- the latter. Therefore it was a mere pretence to say that the minority were safeguarded.

Lord Selborne, speaking at Basingstoke, protested against the tyranny of the Home Rule policy. A referendum, he said, would be the only cure for "log rolling." Lister might be coerced, but Homo Rule would still be unworkable^
