Unless the Legislative Council becomes quite obstreperous, the- Land will become lay in the course of a few weeks. Whether it will attain all that its sponsors expert of it is open to very serious question. So far as the loase-in-perpe-tuity ten'ant-s are concerned, we doubt very much whether a • considerable percentage of them will be found either ready or willing to avadl themselves of the opportunity of converting their tenure. It is right that they should bo given the opportunity of securing the freehold; but th.a.t they will fall over each I other to convert their present tenure i until they have, the wherewithal to do I so, wo solemnly refuse to believe.
