The Emperor Francis Joseph, in the Speech from the Throne, indicated that the situation in the Near Ea ; ;t was unsatisfactory. He hop-ed th' triplico (Germany, Austria and Italy) would be able to secure peace, a:.:, added that .the Monarchy must giyr. its own interests.
Coiint Berchtold (Foreign Minister) addressing -fclie Hungarian delegation, said the unsatisfactory rituation ir Turkey could not exist without a grave reaction in neighbouring countries. The present position was by no means reassuring. He foreshadowed heavy increases in the army and. navy when tho December delegations met.
