PRIVATE MEMBERS' BILLS
One of the. several inexplicable attributes of our Parliamentary institutions is that which confers upon private members the right of introducing measures .that have not a ghost of a cliinco of becoming law. This right is jealously guarded by a section of our legislators who have a penchant for the lime-light. The cost to the country must be enormous. The burlesque of Wednesday last was an illustration of the flagrant manner in which the time and money of the countr is being wasted. If the Reform Party is going to justify its name and existence, it will require to effect an immediate reform in our Parliamentary procedure, so that something like reasonable economy may be observed in the transaction, of our legislative business. Without unduly interfering with the privilege of private members, it might reasonably be expected that before they are allowed to occupy the time of the country,' private members'. Bilk should be submitted to a committee of the House, whose decision as to their progress should be final. . The svstem is a wasteful and extravagant farce.
