lative Council until it has received thi? assent of the people'<> representatives. Wo cannot agree that if t«o Bill passes the Lower Hott.se the argument that the people have not been consulted in the matter will ho more adequately met than it lias already boon, nor do we so-e the slightest reason. why. the Government should admit the reasonableness of such a contention. Tho proper course for the Government to pursue .is to subnet amended proposals to the Council, with the alternative of fresh appointments if they are not accepted.
