THE REFERENDUM.

Parliament will sooner or later have •forced upon it the necessity for adopting the Referendum on important policy questions. It ha* already admitted .the principle in respect to the licensing issue. If it be right and proper that the electors should determine this issue, what logical reason can be advanced against, their being directly consulted on all major questions? The consideration of expense Avill doubtless be used as an argument against the Referendum. But even this is a matter for the electors themselves to decide. If the people are willing to pay for a direct voice in the framing of the laws of the country, why should they not be conceded the privilege? An appeal to the electors on the Referendum ■ proposal itself would furnish us with an expression, of the will of the people on the subject.
