By passing the second reading of the Legislative Council Election Bill, the Upper House has affiwned the principle the bi-cameral system, as it has

existed for the last twenty years, is in need of reform. The Council itself practically admits that it ig an excrescence upon the face of the body politic. When the Bill is in Committee, the proposals in regard to ihe methods of election will probably undergo considerable modification. Tint, however, is a matter for the Gov-* eminent to deal with. Having .admitted that a change k necessary, the Council would be stultifying itself by making conditions which .ire impossible. The Government is to be congratulated upon the acquiescence of the other Chamber in the principle underlying its first great measure of reform.
