REMOVAL FROM PAP/I V .POLITICS.

OTTAWA, August 22
An influential memorial to the, Hon. R. L. Borden, and Sir Wilfred Laurier is being prepared ot Toronto, urging tho removal of the Naval Defence question, from party politics, and asks both parties to confer to give a permanent policy such form as to secure general adhesion. The memorial adds that international relations indicate the existence of an urgent situation, and Canada should give immediate evidence to its responsibilities in a notable and adequate Canada's motive, it continues, is net to render acute, tension between 'Britain and any other Power, but to sfeow a practical belief in an effective -navy, which implies the preservation of the world's peace, and demonstrates the strength of the British overseas' .resources.
