THE DEFENCE ACT.

In the House of Representatives yesterday, the Minister of Defence stated that the .new form of punishment for breaches of the Defence Act would bo military detention. This decision is in keeping with the view expressed by many Magistrates and public men throughout tho Dominion. To send youths to gaol for failing to take their share of the burden of defence is somewhat drastic, and by no means effective. When the Act is amended,, however, and the passive resisters are sant to camp to do (menial work, and to be the butt of the jibes of Territorial*, they will be less inclined to view militarism with disfavour. The effect will be far more salutary than that of imprisonment.
