GERMANY AND ENGLAND.
The Vice-President of the G'ermaan Reichstag states that war with frreat Britain woukl 'be unthinkable. The Chancellor of the British Exchequer entertains preeisody the same opinion. And yet feverish haste is being (manifested'in the imaking of additions to t!ne navies of each country. 'The ostensible 'reason offered for this haste is the expansion of commerce and the necessity for .its protection. That is a very nice excuse, in its way. But why should commerce require special protection, unless against some Power which threatens aggression ? It looks as though /behind all the protestations of amity and goodwill there lurked a growing 'hatred which must culminate, sooner or later, in a national upheaval.
