AN ALLIANCE CONCLUDED FREEDOM OF ACTION IN MANCHURIA. Received This Morning, 12.50 o'clock. LONDON, July 17. The Times' St. Petersburg correspondent states that it is asserted in well-informed circles that Japan and Russia have concluded a virtual alliance, giving Japan freedom of action in Southern Manchuria, and Japan to support Russia in the event of the latter being attacked. The Marquis Katsura. Japanese Premier, arrives on Sunday to put the final touch to the Japanese Ambassador's labours.
