A QUESTION OF FLEETS "STINGLLoS RIVALRY/' (Received Last Night, 5.5 o'clock.) LONDON, Juno 29. Lord R. B. Haklane, who presided at a German Hospital dinner, said the Emperor William of Germany was l true leader of the people. Germany and England had latterly been much like each other in commercial and other practical activities. Henco there was a certain degree of rivalry. He wanted that rivalry to be stingless. The Kaiser, ho knew, shared tho same convictions.
