. The Newspapers are beginning to discuss the United States Congress resolution exempting American coastal vessels from Panama dues, and Canada's consequent threat to retaliate against American shipping in Carradiiiaar waterway®. South Am£iricams propose a compliance with the letter of the Hay-Paunseforte Treaty, providing for an entire equality for all nations using the canal, but they suggest the payment of a subsidy equal to the tolls on American ships.
The Manchester Guardian remarks: "Although scrupulous Americans denounce the last-named policy as a discreditable evasion of an international obligation, it seems to us that rebates would be less injurious to foreigners than a direct exemption, inasmuch that the subsidies payable, coming from the American Treasury, would be a burden upon the American taxpayer, and not upon foreign shipping and commerce."
