(Received May 20, 9 a.m.) BERLIN 1 , May If). _ The conference set up .at the 'instigation of the Kaiser to .report on the means that should be taken for the safety of passengers at sea, has reported. The report includes a suggestion that an international arrangement for the exchange of information regarding the whereabouts of ioe should be come to. The Kaiser lias requested the committee to reconsider its decision that searchlights are a useless precaution.
