THE AUDIT SYSTEM.
TUio Government Audit Office can hardly bo 'expected to keep a &tafT of exports sufficiently large to audit all the public bodies' accounts within a reasonable time of the close of their financial year. IVearly the whole of the institutions that are subject to Government naiclit close their financial year on the 31st March. To audit all accounts within, say, a month, would imeam working at 'high pressure, for one .month, and having an idle time for the remaining eleven, months of the year. Now that 'the Accountants Act is in full force, expert accountants who hold diplomas of proficiency are to be found in every town throughout the Dominion. The Government could imake provioion for the Audit Office to appoint certificated accountants to audit the* balance sheet® of all minor public bodies, such balance-sheets to ,be sent to the head office for final eertiificaite. In respect to the Trust Lands TruH balance-sheet, the Trustees might appoint a local certificated auditor to audit their balance-sheet ■before the annraal meeting, and it could be printed aivd circulated, the Government audit to follow in due course.
