THE DEFENCE BILL PROPOSED CI > -*-EiNI FORCE. BILL OPPOSED. (Received Last Night, 5.5 o'clock.) CAPETOWN, February 24. General Smuts, in moving the second reading of the Defence Bill, emphasised the fact that the forces were not liable to service outside South Africa. He proposed the raising of a citizen force of 24,000, and a yearly levy of 1000 to replace those going into tile reserve. It is intended to establish an Instruction School at Bloemfontein, in which to train officers. The scheme operates from January 1913, the annual cost being £1,172,000, which is an increase of £320,000 on tho present outlay. The newspapers report a growing opposition, back in the Veldt, to a Defence Bill, with compulsory training-
