MUST BE STRENGTHENED TO KEEP UP WITH OTHER NATIONS. (Received. Last Night, 5.5 o'clock.) WASHINGTON, February 24. President Taft, in addressing a "Peace" meeting, said the time had not arrived to be economical at the expense of tiie naval establishment. He expressed a strong desire that Congress should anthori.se the building of two new battleships. Such an action was necessary in order that America "might keep up to other nations. The plans in connection with the Panama Canal would double the efficiency of the Navy. It would then be time to consider economy.
