It is quite unnecessary, at this stage, to traverse the ■ proposals contained in the Governor's Speech in detail, for the" good reason that they have Hot a shadow of a hope of ever seeing the light of day. On May 17th of last year we published an article dealing with tho Native land question, in which we urged that the Crown should appropriate tho remnant of the Native lands, and administer it on behalf of tho Natives. The Prime Minister has seized upon the idea, elaborated it, and served it up as liis own. This paper also urged that the most effective way to deal with the settlement of the land was to revert to the deferred payment system. Sir Joseph has also adopted this suggestion in its entirety, and promised legislation fco give effect to it.
