BRITAIN'S WORST ENEMY.
The Vienna "Neues Wiener Tagblatt" publishes an important signed article on Anglo-German relations from the pen of the former First Secretary of the German Embassy at Vienna, Prince Lichnowskv, who says that although the possibility of an understanding between Britain and Germany exists, no radical ' settlement cam be found except by an appeal to arms. The troubles of the Morocco question were merely symptoms of a general divergence due to competition for the mastery of the seas. The writer considers .that Britain's worst enemy is her people's luxurious softness caused by good times.
