A SIGNIFICANT APPOINTMENT.
The' appointment of Mr James Hislop, principal secretary ( to the Prime Minister, to the.,.position of ...UjiderSeoretary.,to'*the Department' of In- 1 ternal iffairs, is not without significance. It would seem-, to indicate that Sir Joseph War.d is resigned to the inevitable, and is not going to* allow his friends to drift -into the. chilly atmosphere of the outer world. Mr Hislop may be an excellent man, and in every vrixy qualified for the position to which' he has been appointed. But the maimer and hour of this appointment will not command themselves to the general public. In all decency the Prime Minister should.: have deferred-such an' important appointment until he had ascertained his own position. The country would not have suffered any material loss by the withholding of the appoint-j ment for another fortnight. - • j
