THE PANAMA CANAL.
A cable message received from Wasliiiiguon yesterday intimated that .a Bill had been introduced into Congress, enabling American ships to use the Panama Canal free of charge, foreign ships paying os per ton. In this connection, it is well to recall Section I, Article 3, of the Hay-Paunceforte ■treaty, signed November 18th. 1901, in reference to the Panama Canal •tolls. It is in these terms: — ''The canal .sblaSll be free and open to the vessels of commerce and of war of «11 nations observing these rules (.rules for neutrality) on. terms of entire equality, so tbat there shall be no discrimination against any sitoli nation or its e.iti7/en« and subjects in Respect to the conditions or charges of traffic or otherwise. Such conditions and charges shall be just and equitable." How, in . face of this treaty, the United States Congress could pass legislation such as that proposed, is impossible to understand. Certain it is that if legislation such as that indicated is put through, the Powers will have something to say upon the subject.
